Environmental Defense Fund are considering submitting a proposal to the Ocean Visions request for proposal which targets the development of an environmental impact assessment framework for marine carbon dioxide removal (mCDR). They see the development of such decision support tools as crucial, particularly assessment frameworks that can weigh tradeoffs around the potential, efficacy, uncertainties, and risks to the environment and to communities both local and remote. DOSI and its members have engaged in extensive work to understand the deep sea and translate that knowledge into actionable management advice, including for novel ocean uses such as deep-sea mining and now mCDR. We are interested in scoping out the potential for partnerships on this proposal with DOSI members and working groups who have expertise in the design and implementation of formal environmental impact assessments and related assessment frameworks (e.g., strategic environmental assessments). We envision a proposal team bringing together a diverse set of partners encompassing expertise including but not limited to ocean and marine ecosystem observing and research, community engagement, policy, and environmental impact assessment, with EDF bringing capacity across a number of these fronts.
